General Summary

This position is responsible for clinical supervision of the outpatient behavioral health clinic including mental health, AODA and crisis service providers. The position is responsible to provide support, guidance and facilitate learning and professional growth of therapists and case managers.  The position is responsible for planning, development of a variety of individualized, highly creative, outreach-oriented services to individuals with mental health or substance use concerns, and those experiencing mental health crises.

 

The position reports directly to the Behavioral Health Manager. This person will also assist the Behavioral Health leadership team in providing oversite of a continuum of care to meet consumer needs.    This position is responsible for providing truthful and accurate written and verbal communications.

 

Duties and Responsibilities

 

Essential Job Functions

  1. Provides direct supervision and consultation to all assigned Behavioral Health staff on a weekly basis.
  2. Facilitates weekly team meetings to participate in clinical supervision, assign referrals, and receive division program updates.
  3. Maintains records of supervision logs, peer reviews, and other quality assurance tracking.
  4. Provides direction to the Treatment Court Team, Treatment Court Steering Committee and the Criminal Justice Coalition.
  5. Assesses individuals for readiness for residential placements.
  6. In coordination with case management staff, monitors inpatient psychiatric hospital placements and if needed, coordinates transition of clients back to the community following hospitalization
  7. Consults with Corporation Counsel and the courts on emergency detentions, probable cause hearings, commitments, and settlement agreements.
  8. Works with the entire Behavioral Health team to develop annual goals, facilitate action steps, track progress and document/report outcomes.
  9. Coordinates clinical coverage needs for the Behavioral Health Division including crisis services.
  10. Reviews productivity reports provided by the Business Manager.
  11. Coordinates team building activities, and assists staff in professional growth in all program areas.
  12. Provides training on policies and procedures to new staff.
  13. Advocates on behalf of consumers to ensure needs are met and client rights are protected, enhancing natural supports to the greatest extent possible.
  14. Conducts and/or participates in community awareness, education, resource development, and option exploration activities.

 

General Job Functions

  1. May act as initial contact to direct consumers to the appropriate Behavioral Health services.
  2. Works as a member of a multidisciplinary management team to assist Director in assuring efficiency and quality in operation of the Department.
  3. Provides back-up/on-call supervisory support to crisis staff on a rotating basis.
  4. Assists with walk-in clients needing crisis services as needed.
  5. Provides consultation to community, courts, law enforcement, schools, employers and other interested groups, individuals and agencies as needed.
  6. Strictly follows federal and state laws and regulations, county and departmental policies and procedures in regard to privacy, security and confidentiality of individuals’ personal and health information.

 

Requirements

 

Required Training and Experience

  1. Master’s degree in Social Work, Psychology, or Sociology.
  2. Licensed Clinical Social Worker or Licensed Professional Counselor certification from the Wisconsin Department of Professional Services.
  3. Three (3) or more years’ experience working with individuals who have mental illness and substance use concerns.
  4. Must complete 40 hours of Crisis Services training to meet HFS 34 Crisis Orientation within three (3) months of hire.
  5. Possess a valid driver’s license and access to a reliable automobile.

 

Preferred Training and Experience

  1. One (1) or more years of supervisory and management experience and training highly desirable.

 

Knowledge, Skills, and Abilities Required

  1. Ability to conduct a comprehensive assessment, develop person-centered treatment plans and activities, crisis plans, and work creatively and independently.
  2. Ability to listen carefully, communicate respectfully and engage in conflict resolution and problem-solving.
  3. Ability to read, comprehend, and communicate both orally and in writing.
  4. Ability to perform basic mathematical calculations, compare invoices to authorizations and service notes, and resolve discrepancies.
  5. Ability to use tact and courtesy in maintaining effective working relationships with consumer families, department employees, county supervisors, county officials, and the general public.
  6. Ability to prioritize multiple tasks in an organized, efficient manner.

 

Physical & Working Conditions

Nearly 100% of time work is performed in a normal office setting with little or no discomfort from temperature, dust or noise. Interacting with other employees, general public, whether walking in or on the telephone may be encountered.

 

Over 75% of work is performed stationary, working on a computer keyboard and/or telephone with about 10% of work performed moving to and around the various buildings. Over 75% of the work is performed by talking, hearing, and using both far and near vision. Occasional moving of paper and equipment is required up to 10 lbs. Occasional ascending of stairs.

 

In an effort to provide for continuity of County government and to cope with the problems of the emergency, you may be required to work during a proclaimed state of emergency, consistent with Sec. 323.14, Wis. Stats. and County emergency management plans and programs.
