Under the general direction of the Sheriff and Chief Deputy, with direct supervision by the Professional Standards Captain, the Jail Lieutenant is responsible for planning, organizing, and implementing operations in the Door County Jail and Court Services. This role involves assigning and directing subordinates, ensuring all policies, rules, regulations, orders, procedures, and directives are enforced and followed.
Key responsibilities include making independent decisions or recommendations regarding the hiring, promotion, transfer, discipline, or discharge of department employees, in accordance with Door County Sheriff’s Office policies, procedures, and State of Wisconsin laws related to jail and court service operations. Additionally, this position requires providing truthful and accurate written and verbal communications.

Essay Question 3: The Jail Lieutenant’s responsibilities are very demanding. Describe your ability to prioritize tasks, with an emphasis on how you plan to manage the contracts, staff, and inmates demands.
In addition to completing a panel interview, selected candidates must be prepared to present a twenty (20) minute oral presentation on the following topic:
What is the biggest stressor facing our security deputies and how do you plan on addressing it?”

Essential & General Job Functions:
- Provide supervision and interpretation of procedures to subordinate staff. Develop, implement, and monitor policies and procedures for jail operations. Ensure these policies and procedures are readily available to employees in the jail.
- Manage and counsel jail staff as required. Develop employee objectives and perform supervisory employee performance evaluations. Relieve any employee considered incapable of performing required job duties.
- Meet with the Sheriff, Chief Deputy, and other management staff to discuss policies, procedures, and programs affecting jail operations. Participate in department-wide planning and program development as needed. Attend meetings to represent the jail or as requested by the Sheriff or Chief Deputy.
- Receive and address complaints and grievances from employees. Use independent judgment to make recommendations to the Sheriff for effectively resolving complaints and grievances.
- Prepare and monitor the jail budget. Prepare reports and analysis as required. Oversee the fiscal status of jail and court services operations, including managing accounts receivable and payable. Supervise jail support staff.
- Assist the Professional Standards Captain in research, planning, organizing, and conducting division training as required.
- Utilize a variety of specialized computer systems to prepare data for program evaluation requirements. Use information and data to plan, organize, and implement program changes in jail and court services.
- Manage programs related to the housing, booking, and releasing of inmates. Ensure inmates are informed of jail rules and proper release dates. Ensure inmates are properly qualified before release on the Huber law program. Maintain fire and safety codes in the correctional facility. Ensure jail responsibilities related to inmate transportation are accomplished.
- Communicate with various agencies and administrators regarding jail division operations. Maintain communications with the District Attorney’s Office, Public Defenders Office, State Department of Corrections, United States Bureau of Prisons, members of the clergy, and medical professionals.
- Manage all aspects of contracted services in the division. Oversee contracts for inmate housing (State and county), food service, laundry, commissary service, health service, and alcohol and drug abuse screening services.
- Ensure all inmate complaints are investigated.
- Manage all aspects of the inmate disciplinary program and proceedings. Provide due process as required by law.
Required Training and Experience
- Meets the entry level requirements of a Security Deputy, to include certification as a Correctional Officer in accordance with the Wisconsin Law Enforcement Standards Board.
- Minimum of three (3) or more years of full-time Correctional Officer experience.
- Valid Wisconsin Driver’s License.
Preferred Training and Experience
- Advanced supervisory education in the field of Law Enforcement or Corrections.
- Minimum of one (1) year of supervisory experience in a Correctional or Law Enforcement agency.
- Dual Certified Law Enforcement and Correctional Officer in accordance with the Wisconsin Law Enforcement Standards Board.
- Minimum of Sixty (60) College Credits from an accredited university or technical college.
Knowledge, Skills, and Abilities Required
- Knowledge of laws, regulations, ordinances and departmental policies and procedures which impact duties on patrol.
- Knowledge of personal self-defense.
- Ability to use tact and discretion to optimize safety and control.
- Ability to react quickly, both mentally and physically, to any situation.
- Knowledge and ability to use a computer and current software programs.
- Ability to prepare and review accurate reports.
- Ability to operate: equipped cruiser: radio, radar, handgun and other weapons as required, baton, handcuffs, computer, first aid equipment, copy machine, fax machine, camera, PBT, Taser, and other related equipment to the patrol position.
- Ability to use tact and courtesy in maintaining an effective working relationship with department employees, county supervisors, county officials, and general public.
- Ability to read, comprehend, and communicate, both verbally and in writing.
